Access to Capital Program Manager

The National Aboriginal Capital Corporations Association (NACCA) is an association of fifty-four Aboriginal Financial Institutions (AFIs) from across the country. AFIs provide small business developmental lending and business services to aboriginal entrepreneurs. NACCA provides programs, products, services and advocates on behalf of its AFI members.

NACCA, in partnership with Indian and Northern Affairs Canada (INAC) provides the Access-to-Capital (ATC) Program to; increase AFI capacity, provide loan funds to unserviced areas throughout the country, and offer an interest rate buy-down to attract additional loan capital to interested AFIs.


Job Description

The Candidate:

The ATC Program Manager is responsible for the successful administration of the Access to Capital Program. The position is based in Ottawa, ON and reports to the Chief Operating Officer.

Primary Duties and Responsibilities:

• Administers the ATC i.e., assesses each project application and monitors projects to ensure that program objectives and policies are being attained.
• Designs, implements and manages the control structure for the ATC Program to ensure that proper program data, standard implementation and reports are collected.
• Designs, implements and manages the reporting structure for the ATC Program by analyzing, reconciling and reporting all program activity with internal and external reports.
• Participates in the development of the ATC Program by assessing the program operations to enhance its overall cost effectiveness.
• Ensures effective communication between NACCA and the internal and external clients; particularly the AFIs, Access to Capital Board, Peace Hills Trust and INAC.
• Other related duties as required to meet NACCA demands



Knowledge, Skills and Abilities:

Knowledge:
• Working knowledge of Microsoft Office Products
• Knowledge of grant and/or loan management gained through experience is an asset
• Knowledge of AFI operations and environment is an asset
• Knowledge of financial and lending operations is an asset

• Business acumen/analysis skills
• Superior verbal and written communication skills
• Excellent organizational and interpersonal skills
• Strong multi-tasking and time management skills
• Excellent cross cultural skills

Abilities:
• Proven policy analysis capacity
• Proven ability to demonstrate tact and discretion
• Demonstrated ability to analyze situations and make appropriate decisions with minimal supervision

Qualifications:
• Bachelor Degree in economics, business or public administration or other related field with 3-4 years of progressively related experience; or
• Diploma in administration or other related field and 5-7 years of progressively related experience; or
• 8 or more years of progressively related experience.
